[GAME] Surrender Votes

If you vote surrender while the surrender vote is expired, your voted will be queued to the next surrender vote. I clicked yes in a surrender vote, the last second of the vote. The system said: "surrender vote failed (3/1)". Two minutes later, someone started a vote, but I was not able to choose, as I had already voted yes the other time. I guess first vote had already expired on the server, but not on my local machine.
