The menu linked bug-report forum isn't the same on EUW and NA.

There is no unity, we cannot check if a bug has already been reported recently.

They aren't splitting resources to monitor all the boards. If you need to report a bug, just do it on the NA site. If you want to suggest changes to how they do this, I'd say write it up in Boards Feedback.
