Molten Shield on Tibbers does not apply spell effects (Rylai's, Liandry's, spell vamp)

The shield normally (on Annie) does apply these on-spell-hit effects, but it doesn't for the newish copy of the shield on Tibbers.

It does still scale with AP, however. (I did not test for mpen)
