2 Aram Bugs

Bug 1) Can't buy reaper cloth. Since reaper cloth builds into banner of command now it should be a buyable item on aram now.

Bug 2) Sometimes when I load into champion select I cannot see the trade symbols next to my allies, making it look like I can't trade with anyone. When this happens I can only see it if someone offers trade to me.
