Very Bad FPS Drops

I have checked my computer for overheating and this is not the issue. All other games run fine and i can get 90 or more easily. Its just League. Ever since they added the unlocked framerate I will every so often drop to 12 fps and stay there until the client is reset. This only truly got bad after 9.9. 9.8 it wasn't nearly as bad. I have investigated my task manager and League uses a large amount of resources when this occurs. my computer is really high spec and no matter what settings i change the issue remains. Anyone else having this issue? Specs: Windows 10 Home RTX 2080 Ryzen 7 1800X
