[client] Lock In button was still disabled after a champion has selected before your pick turn.

Description of problem:

• I cannot pick a champion when I selected a champion after "who you plan to pick" before "your turn to lock in a champion".

Version-Release number of selected component (if applicable):

• 6.13.16_06_24_15_03 (12 Jul 2016).

How reproducible:

• Unsure.

Steps to Reproduce:

1. Queue a rank.
2. Not picking a champion you "plan" to pick.
3. Click the drop-down arrow before your turn to pick.
4. Select a champion to show your teammate which champion you are going to use.
5. Wait until your turn to lock in a champion.
6. Observe.

Actual results:

• Lock in button is still disabled even it is your turn to pick, which the count down was due and recognised as a time out.

Expected results:

• Lock in button is enabled once it is your turn to lock in a champion.
