Client Doesn't Become Foremost Window Sometimes When It Should

When a queue pops or it's your turn to pick/ban a champion the client is supposed to always pop to the front on your computer (aka 'always on top' mode). Now seemingly at random it sometimes fails to do this. And not just in the new queues, it can happen with ARAM. The sound still plays letting you know that the queue popped or it's your turn to pick/ban but people with the sound off end up missing the queue or pick/ban. I've seen it where two people queued together for ARAM and it happened to one person but not the other.

This is likely the cause of some of the excessive 'afk check' failures currently happening and some of the failures to lock in.
