Ryze not wanting to use abilities

It's really annoying. Everytime I wanted to do a quick poke with his usual WEQ combo, he keeps hesitating to do so. As in, selecting W on an enemy champion, he keeps waving his arms about, like an animation between a W cast & an AA cast.

Can this be fixed soon? I think this is somewhat related to when Darius not wanting to autoattack through doing something.
