Swain music bugged at the start of the game

Title, Swain always made the noxian “anthem” (is it even an anthem?) to play at the start of the game for 20-30 seconds, but it doesn’t anymore/it doesn’t happen every game.

Please fix it, it was one of the best things of his rework :’(
