Can't connect to to an ARAM game

The loading screen is stuck for an ARAM game I'm in. Every time I join it stays at 0% for many minutes. It sometimes gets stuck at 80%. The circle in the bottom right corner does not stop moving.

I logged off and got on another account and was able to get into practice mode.
