Quinn passive bug on dragon

I was playing Quinn earlier and was taking ocean drake alone while my teamates pushed mid. while i was taking it i noticed my passive wasnt applying on the dragon (my passive mark i get for free, not the one from q or e) after I cast my abilities to get the mark, my passive one applied to dragon that time. thats all i know about it, i'll have to experiment more to see if it's just on dragons or ocean drake specifically, or even if it doesnt apply on champions
