[Gameplay] Chat window keeps moving itself at the start of the game

This is a bug that wasn't fixed from 4.18, despite being reported in multiple places.

Previous to patch 4.18, moving your chat box would result in it starting there every game. You can move the box by pressing enter (to start typing), then drag it with the bar at the top of the chat box.
