Bug involving Insight Mastery and Ionian boots

Super easy to reproduce using CV as an example:
Normally it's a 60 second cooldown. With the mastery it is 51 seconds. With Ionian on top of that it is 45 seconds... until you use it once. Then it turns back into a 51 seconds cooldown despite having Ionian still in inventory. If you sell Ionian then the cooldown changes to 57 seconds.
