Shens q not working sometimes?

Ive noticed whenever i play shen that sometimes when I press my Q as soon as its off cooldown it doesn't work even though it went back to being on cooldown (which means the Q went off but didn't do anything). The Q also doesn't proc my passive, which grants me a shield when i use a skill, when this happens, which further proves the fact that shen's Q is bugged.
