[Critical] Mordekaiser interaction with Revitalize Rune added two extra 0's when on low health

With the new patch, the interaction with Revitalize on how health and Morde's passive has become completely busted. Below 40% HP, the shielding increase becomes over 1000% rather than 10%. This is not just reflected in the tooltip, this is a functional change, so hitting a single champion with your E below 40% HP will immediately refill your entire shield bar. Mordekaiser needs to be disabled ASAP.
