Low priority queue doesn't work in teambuilder

I got a 5 game low priority queue punishment for leaving a game, but it doesn't seem to work in team builder. I tried playing in every queue in the game and team builder seems to be the only one that actually ignores the ban. I'm not playing team builder to avoid the punishment only that's the only game mode that I play.
