Matchmaking System Bug

I've noticed that I'm paired with players at a certain level that always seems to give me the same pattern of wins/losses: 10 or so Win Streak 11-18-Mixed 10 or so Loss Streak Repeat Although this may seem "fair," as a system, it limits skill to elo leveling. I'm currently in the mass amount of losses streak, (as of writing this I'm at seven in a row), and I can't help but notice that 4/7 of these a team-mate went at least 0/6 and even up to 0/11. Along with that, I've been noticing the utter lack of engage knowledge of these players; the last game I played as of writing this a Jinx that was on my team who was more fed than an enemy Vi decided that when she had full health while Vi was attacking her, she should run and let Vi auto her to death without even giving a single auto back. When the matchmaking system pairs you with people that feeds like this it limits your skill potential; especially if you are a jungler who at times (I've been playing jg all of these games and experienced this) cannot gank a lane alone because your team-mate of that lane fed the enemy laner so hard that the opponent can quite easily 2v1. I have been reporting these players who ended with scores like 0/8 and 0/11 for "Intentionally Feeding" but I have found myself to be paired with these players so often and report them that the report system may think that from me reporting so frequently my reports will be taken less seriously and affect perspective of my future report's legitimacy.

A fix to this issue is to not have this "balance" system and to instead pair players with other players based on their amount of honor/history of bans/reports reviewed and deemed accurate, instead of based on a player's skill level since it almost punishes, or debuffs players for playing well.
