When Buying Devourer, Holding The Ctrl Key Disables Actions

During normal play, if you hold ctrl and use the left or right mouse button, you can still issue movements and use abilities. However, after buying the Devourer on two separate Custom Games, I noticed that when I held ctrl I couldn't move or use abilities.
