Warwick Bot Bad AI?

I played a Custom game and added WW bot to see how he would play.

He built tank. And just ran back and forth in front of tier 1 letting Sunfire kill creeps... He never attacked. Tier 1 was gone but he didn't go further. My minions pushed his lane and he didn't attack. Super minions came and stacked until they killed him...
