Maxed W (in an aram game) had 20% CDR and had gotten her W CD to 1.6 seconds, yet after each cast i could see the cooldown was that of 2 Seconds or greater.
Anyone noticed this? or is her W not allowed to go under 2 seconds despite not reaching 40% CDR?

You see it as 2 seconds but its actually as 1.6 seconds, after those 0.6 seconds you will see it as 1 second. get it?

AidanWR2 votesI can explain better, hopefully. It calculates cd in seconds, so it will always be a whole number. The only time that it goes down to numbers with a decimal in them is when it gets to below 1 second. For example, if an ability has 2.5 second cd, then it will start at 3 seconds for .5 seconds, go to 2 for a second, then 1, but then goes to .9.
