Huge Issue With Rune Pages

Every now and then when i restart client, my other rune pages are deleted leaving me with just the preset rune pages. Then when I try to create a new rune page, it won't let me, it just goes back to the pre-set page. This usually isn't discovered until champion select so you can see how this can be an issue.

This can be remedied by resetting the client; however, it's something you should not have to go through and most people do not check their rune pages after logging in so it puts you at a severe disadvantage in champ select.
