Blitzcrank W in URF

Due to URF's 80% cooldown reduction, Blitzcrank's W isn't giving him the movement speed that he is suppose to get when his W is already up. (he clicks W then clicks it again and it doesn't give him the boost of speed, it just delays the slow timer) not sure if intentional or if a bug
