Singed Bug in Dominion [Gameplay]

On the "Definitely Not Dominion" map if a team with Singed on it gets the Storm Altar the changes to the way his poison ticks work cause the Storm Altar buff to rapid fire. At one point it did nearly my full health bar in one go because it was rapid firing off lightning bolts.

Maybe this is intended, but just in case I thought I'd leave a bug report. To be clear I'm not talking like the buff was just proccing once and a while, I mean it was rapid firing off any time anyone got hit with the poison. So, you could get hit by 2 to 3 lightning shots a second or so.
