Fizz E Cancelled?

Is it intended for blitz E to literally cock block fizz e and make him vulnerable? It's been like this when blitz got a buff where his e can "no longer be canceled." I'm just really confused if blitz e should cancel fizz e because fizz is supposed to be invulnerable while in it but if blitz locks his e aa onto fizz while he e it will cancel fizz e
