Unable to lauch new client (preferably help from a red)

I'm posting on behalf of my friend because hes working at the moment, but every time he opens the new client launcher it asks him if he want to restart or shut down leagues, he cant even access the legacy client which I'm guessing would still work fine if he could use it to launch leagues for the time being. hes too stubborn to put in a support ticket but we cant find anything wrong with his computer aside from this issue and a minor internet problem that doesn't occur unless leagues is running any help would be appreciated
