Unable to lauch new client (preferably help from a red)

I'm posting on behalf of my friend because hes working at the moment, but every time he opens the new client launcher it asks him if he want to restart or shut down leagues, he cant even access the legacy client which I'm guessing would still work fine if he could use it to launch leagues for the time being. hes too stubborn to put in a support ticket but we cant find anything wrong with his computer aside from this issue and a minor internet problem that doesn't occur unless leagues is running any help would be appreciated

Assuming he shuts down his computer every night. Next time try and have him run it as administrator, the whole right click and select bit (Yes, have to say that because a friend didn't realize he could do that.), give it time to run. If it doesn't then bring up task manager to see if it is running.

its actually just opening and not allowing him to click at all then opens another window asking if he wants to restart or shutdown the leagues client, he didn't run it as admin but I'm not sure it would fix the problem since he didn't have it until the update but ill have him try that or try it myself, thanks panda [slayer-jinx-catface]
