Tier 1 & 2 Runes Not Allowing Me to Purchase

I just recently acquired all of the Tier 3 runes from the shop, but when I saw that Tier 1 & 2 runes are on sale for 1 IP, I decided to get those as well. However, when I tried to purchase them it wouldn't allow me and told me I have the max amount of that rune, and that's clearly not the case.
