[Gameplay] Chat Window

There are 2 annoying bugs with the Ingame chat window atm.

1. It resets it's position with every game. You cannot move it to a prefered alternative position and keep it there anymore. you need to move it every time you start a game.

2. This: http://i.imgur.com/JQPBgxW.png I have to assume this problem is because I use the "^" Button (German QWERTZ Keyboard) for my Trinkets. Nevertheless I've never had such a problem untill the last patch (Patch 4.20).
