Highlights recording is broken

The sound track for the highlights is broken. There are irritating blurps every so often instead of game play. It was working fine before. I'm guessing that it's broken for everyone and not just because I may have changed my sound settings? Would like some confirmation on this. If it's broken because of sound settings then I can submit mine and then you could figure it out. I already ran the hextech repair tool and the highlights are still broken, so it's nothing wrong with my client.
