[Client] Ability tooltips are still disabled for 3rd patch in a row. please fix.

Type of Bug: Client Bug

Description: Champion abilities tooltips in client are still disabled (was bugged already in 5.10 and was not fixed in 5.11 or 5.12)

Steps to reproduce: click champions tab, choose any champion and hover above one(any) of 5 champs ability icons

Expected result: Shortened spell tooltip will appear.

Observed result: Nothing happens

Reproduction rate: 10/10
