[GAMEPLAY] Zoe is able to cast secondary q while silenced

No other champion is able to recast their abilities (see Vel'Koz and Anivia) while silenced, so why is Zoe able to? And this isn't one of those, "she already pressed it", she was silenced for at least a second and had half a second left of silence left when it was recast.

  1. Silence Zoe either as she casts primary q or after she casts it.
  2. She is able to recast it while silenced. Unsure of reproducibility or if the enemy Zoe was spamming the ability. https://drive.google.com/open?id=1lpg2Epppuso-WNHUuwgljVG9zwjudEw-

As a zoe main, you can also cast it while under any CC effect, so it might be intentional

You can also recast Irelia's E while silenced. I wouldn't say it's a bug, I'd say it's intentional and a standard moving forward with new champs/reworks. I'd prefer they update Velkoz and Anivia to use their abilities while silenced rather than them get rid of Zoe and Irelia's interaction.

Here's why Zoe and Irelia can follow through on the second part of their cast:

For Zoe, Paddle Star is redirected by a magical ping-pong paddle that manifests for that purpose and then quickly disappears. Zoe may be under crowd-control, but the magic paddle is not.

For Irelia, she may be under crowd-control, but her flying blades are not.

Simple, really.
