His Q description reads that he gains stacks for killing enemy champions however it's possible to consistently gain stacks by killing minions.

PASSIVE: Veigar gains permanent bonus ability power when he kills a champion from any source of damage. This stacks with the active ability's AP gain. ABILITY POWER PER CHAMPION KILL: 1 / 2 / 3 / 4 / 5

This is the passive component of the ability

ACTIVE: Unleashes a missile of dark energy in a line, dealing magic damage to up to two enemy units. Every time this ability kills a unit, Veigar gains 1 ability power permanently (doubled against large minions, large monsters, and champions).

The active component includes the AP gain on minions because you actually have to use your Q to get it.

Note. Veigar gets AP on a champion kill from any source, be it his ultimate, Q, W or even red buff. He gets AP every time he kills something with his Q.
