[Gameplay?] Spectator Mode Chat

Sometimes, in-game chat window does not appear when you begin spectating a game. I can not find a way to accurately reproduce the bug, it seems almost random. There is no way to make it appear through options or other keyboard commands or anything else that I've tried. I've also tested whether or not it was exclusive to my friends-list games or the high-elo spectate window games in-client. It is not exclusive to either, it happens in both categories.

It's frustrating because you can still hear chatting actually happening (the noise that you hear when someone enters something) but can not read it. Also frustrating because I can't see when my friends are sending me messages while I'm watching a game, nor can I easily determine who happens to get shutdown gold in team fights and such when numbers just fly everywhere at once.
