The client is very glitchy (not latency/laggy). Seems like there is something causing high loading on the client.

My task manager shows the client using a high amount of power sometimes. It's actually slow for me, like chat and champ select.

There's definitely a new issue as of the last patch. The client is fine for a few games, and then it responds very slowly and is painful to use until restarted.
