Shen Q interaction with hail of blades not working

Pretty much as it sounds, while Shen has his Q active he can't proc hail of blades like 90% of the time when, however if you auto first then Q it will still use 2 autos with the Q empowered autos but you can't start with the Q empowered autos. Things that are similar such as Xin Q or Morde Q work just fine but not with Shen, as well as this is before the added "auto resets do not count towards limit" that's on the pbe currently, which shen's Q isn't even so it shouldn't be relevant.
