Being randomly rooted and unable to cast spells?

All games today have had the same issue no matter the map I played. IT has happened to me and my friend who play together and here is what happens: We can be playing and our ping and internet are perfectly fine but for some reason we become randomly unable to move, cast spells, ping absolutely everything except use chat, we can still chat to our team mates, but can not do anything else. Our ping won't spike or anything. It was fine yesterday...anyone else having this issue?

tl;dr Randomly becoming stuck in one place and can do nothing but chat to teammates

This actually happened to me today against jhin. I couldn't use my sum spells couldn't move looked like I was rooted but no indication of it. Just looked like I was frozen really odd

Hey Drosera Eumelia,

This sounds like packet loss, so first I'd suggest hard resetting your modem and router by unplugging them for 5 minutes. If it's packet loss you're getting and it doesn't go away, you may need to contact your ISP for help.

Please follow the steps (if there are any you haven't completed) on the Connection Troubleshooting Guide to make sure your connection is set up properly.

If those steps don't help, you can view your connection by running a traceroute, and sharing the results might show us where it's going wrong. I suggest downloading the WinMTR Network Diagnostic Tool, then use that to run a traceroute to the following IP's (allow this to run for 5-15 minutes);

Export the results to a text file and paste them here.
