It doesn't work on Righteous Glory either

I believe it's due to the fact that the item has two components to it, the Spoils of War + the shield that both have a "timer" on. The same thing happens with Frost Queen's Claim since it has the ghosts + Tribute. Riot probably hasn't coded it to ping one or the other yet.
