[GAMEPLAY] Elise RAPPEL doesn't avoid CHUM THE WATERS

Playing Elise against a Fizz, I attempted to use RAPPEL to avoid CHUM THE WATERS (the shark portion, not the original marking portion). During the untargetable portion of RAPPEL the shark from CHUM THE WATERS leapt from the water and did not appear to hit the missing character. The first time this occurred, I died in the middle of RAPPEL, but I assumed it was the bleed from SEASTONE TRIDENT. Looking at the death report it said I had died to CHUM THE WATERS. The second time, I was at full health, and when I descended from RAPPEL my health bar reported a massive loss of health (it wasn't missing, it actually turned red and went away as if hit by an ability), as if I had been hit by CHUM THE WATERS.

To repeat as it occurred in the game:

It was in Ranked, Summoner's Rift.
I was playing Elise on the blue side with Fizz on the purple side. My items were Chalice of Harmony, Liandry's Torment, Ninja Tabi, Frozen Heart, Giant's Belt, and Executioner's Calling (Though I don't recall which specific items in that list I had at the time of the bug). Fizz landed the shark on me in Human form. I immediately switched to spider form and RAPPELed. I stayed in the air until after the shark lept (For the full length of RAPPEL).

happening for a while now, Chum the Waters is ignoring untargetability (vlad's pool, yi's alpha strike, zed's death mark, elise rappel, even fizz's own playful-trickster in case you're playing a mirror match fizz against fizz...)

Rappel doesn't stop spells that are already on you. Just like how ignite or other dots will continue after these abilities are used, the damage from Chum the Waters can't be avoided after you're already tagged. I believe Zilean bombs and Morgana's ult (if you rappel between the initial application and the delayed damage) would act exactly the same.

In the past, RAPPEL has dodged CHUM THE WATERS. I agree it doesn't affect DOT abilities, but it is not a DOT, it's 2 separate damage times.

This is off topic, but why did you buy Executioner's calling on an ap bruiser. Let alone at all that item is not good. Unless it was a troll buy just so people see your itemization end game.

Their team had a ton of liftsteal and I didn't have ignite. Wanted to slow it down and Executioner's Calling is a cheap way to do that. In spider form it procs on each hit, especially when she is using her steroid.

That's just my point why would you use that thing when there is item 3165 because it works with magic damage which is basically all of her kit.

The enemies have to be below 40% health for item 3165 to work. item 3123 's applies the passive for 1.5 seconds regardless of health state. Making it a very good dueling item for champions that win in fights through sustain (Olaf ,Warwick ,Fiora ,XinZhao. To name a few).

Also to note, that Elise also fits in that category. She can be sustain duelist with her spiderlings. This gives her an edge over her opponents if they try to sustain duel her.

I can confirm that Chum the Waters previously did not do damage to Elise when Rappel is active.
