[GAMEPLAY] Fiora's Q doesn't always prioritize Vital spots

I was playing Fiora in a custom game just to see how her new abilities work out for her. So when I was testing out her Q, which prioritizes Vital spots, and was hoping to make it a lot more useful with her ult, but it turns out that she never consumed the Vital spots with her Q. Kind of like that Quinn's passive bug.

  1. Play Fiora vs a simple Ryze bot.
  2. Wait til Vital spots appear on Ryze.
  3. Use Q on him.
  4. Vital spots sometimes remains untouched.

Correct me if I'm wrong, but is this a bug or something that I missed out?
