Good standing, Yet no Hextech

So recently, I got a notification in my client saying something along the lines of "thank you for not being so toxic, your standing has improved." I thought thank god that finally I was able to use Hextech, since this happened a couple months ago that I got penalized last. Yet the next game I play. In the after game chat is said that I was unable to get the chest still, despite me getting that notification. Do I have to get another notification like that, or is it bugged?
