Cant Buy IP Mystery champ shard and DECREASING/Disappearing IP

I dont know whats going on, but I was finishing a match and got 1784 IP, so went to buy a mystery champ shard from the store, and it kept telling me "Not enough rp/IP". No matter what I tried, It would still tell me Not enough to buy (again at 1784 IP) so I decide to Log out and log back in....only to see I LOST IP. I went from 1784 IP ----------> 1572 IP Yeah I lost over 200 IP. So I played a few more games. Logged back out, logged back in, and IT HAPPENED AGAIN?!

I dont know what is going on but whenever I try and buy a hextech champ shard when I am OVER 1700+ IP, It tells me not enough and then when I re-log in (log out and log in again) I find random IP DISAPPEARING.
