There are problems with the Skin Shards. I am unable to use the skin I receive.

I happened to obtain SKT Olaf, I got it unlocked. However, when I try to choose it. It says "Unavailable" or "Locked" When I try to double click on it to see If I am going to buy it 2nd time, it says "content unavailable"

Did you try closing and reopening your client. I know you shouldn't have to but try it and it might work. Happens with emotes, you unlock them but sometimes they basically don't exist till you restart your client sometimes. Otherwise send in a ticket to Riot Support.
