StormRaider's Surge vs Fiora Riposte bug v2

I do not know if this should be considered a bug or not, but it was something i found.

Recently I played a match as Nasus vs Fiora. Quite simply the bug is that if she riposte's my Q, and I do the needed damage, Stormraider's Surge will still proc off of it, even though she loses no health. When she would normally be able to outrun me by riposting and dashing away, Stormraider's allowed me to keep up.

PS I have already posted this on gameplay if it hasn't been seen but people were recommending i post it here. I won't be hurt if anyone from Rito decides to take it down. All I want is this to be brought to light.
