[Gameplay] Smite charges cooldown not affected by summoners insight mastery

Not sure if it's a bug or intentional, but seeing as smite is a summoner spell, it doesn't make sense for the mastery Summoners Insight to not apply the 10% CDR to it.

It'll always stay at a flat 75 seconds instead of being reduced to 67.5 seconds.

Riot please fix. I'm one of the few junglers who actually puts 9 points into utility.

Ya i think they need to adress this either by fixing it or explaining the reason behind behind excluding smite from the cdr the mastry provide it really deminsh the return of the mastry points compare to other roll which they benefits from both summ cdr.
