So there is a bug with dynamic queue I just can't tell what is supposed to right.

So in recommended players section in dynamic you can invite people who are more than a tier ahead of you which was previously not allowed. However when they try to join their client glitches and they can't join and they usually have to restart their client. So which is it, is the tier restriction removed and the bug is them not being able to join or is it still in place and being able to invite them is the bug?
