Can report infinitely, but not block

I noticed that I can report someone an infinite number of times, but the block button was greyed out. I think those are supposed to be reversed. I checked with another unreported player and block wasn't greyed out. When I reported them, it would grey out block and not report. Looks like a bool variable got put in the wrong place ;).

I dunno if the additional reports are exploitable, but if they are, Riot may want to fix this ASAP. I was able to report that Shyv 5 times before I got tired of reporting him lol.

Ignore the Block check mark, I manually blocked him after finding out I couldn't use the button.
