When at 0 stacks, Spoils of War "timer" not showing.

So we don't get to see when will the next spoil of war be ready, the icon isn't darkened either, it just looks like it has all its stacks except the number is "0", had me mess up my ADC's cs more than once because I thought I could execute the minion when I couldn't. (the vfx is fine though)

Had this same problem. Was playing Poppy support in ranked summoner's rift and noticed this two games in a row. It's only the icon, and only occurs below 1 stack as OP states.

It happens with Fervor stacks too. Really annoying when you try to keep it up in lane.

The bug's still present. Gonna bump this every patch til it gets fixed
