Blitz W Issue

Since the change in Blitz's W, ive noticed that the movespeed isnt working properly. Im getting the said amount of movespeed for less than a second then it degrades to lower than my base movespeed (without casting the spell). then im slowed for an EXTRA 30% after the spell ends like it's supposed to. Blitz has no mobility now and his W is broken. seriously Rito, if youre going to nerf a champion that wasnt broken, then you should actually make sure that what you 'fix' works as it should.
