[CLIENT] Unable to reorder rune pages

In the legacy rune system, both mastery and rune pages could be manually organized so that you could arrange them in ways that work best for you during champ select. In the new rune system, this functionality is either broken or missing. Please either fix it or restore it as this was an amazing feature that probably was overlooked by many (I remember seeing in the patch notes and being beyond thrilled give I had 20 mastery pages and 15 rune pages; now I have 18 rune pages).
