This wasn't listed anywhere as an intentional change that I could find so I'm assuming it's a bug. Right now you can pick a champion you don't own in ranked games if it's currently in the free week rotation.
Semi relatedly, but not a "bug," Vel'koz is easy to play and very powerful. :p

On a side note, I'm 3-1 with free week champs (only loss was due to afk the entire game).

I spoke with the team running point on this, and they said this should have been resolved on Monday. Are you still seeing this?
Yeah but free week champs shouldnt be for use in ranked yes maybe you are good with some of them but the fact that you dont own does free champs means you are really not good at them and for that you shouldnt be allowed to use them why would i want someone using Gnar just bcus he is op yet they have no clue how to use him thats = good game.
Lol comments on something that involves letting people play with champs for free bc that costs them money, but wont respond to a customer who cant use chroma pack skins on new champ select, oh and they don't put them offline either while there is an issue. Weak management.
