Not locking a champion in ranked or draft will make you leave champion select
Happened lots of times. If i pick the champ but i don't lock it, i will return to the lobby, making me wait 6 minutes because "i left champion select"

It's not a bug. That's been a thing since new champion select came out.
Technically this functionality is intended, but I agree with you, it is dumb that it kicks you like that.
I wish Riot would change it.
